If it has that kind of power, you'd better hope to whatever deity you believe in that it's intelligent. If it wasn't, the planet's surface would likely be marred by huge swaths of destruction, as intelligent-enough-to-get-mad-but-not-smart-enough-to-control-it pokemon unleashed their power.
You could argue that Gardevoir are non-violent as a species, but you have no more evidence supporting your conjecture than I do, other than the world is still intact.
If we look at pokemon as a whole, I think it's pretty clear that your argument that most are "moronic" is quite wrong. Many pokedex entries specifically refer to how intelligent pokemon are - examples being Alakazam, Dragonite, Slowking, to name some more notable ones.
Sure, there are some real rocks out in the pokemon world (Rhyhorn being a prime example), but it the indication on the most seems to be that pokemon are very smart, leagues above our own Earth animals.
