They're mediocre legendaries (I'm fond of land form Shaymin but it's not really necessary), but they would have made a great starter line.

The problem isn't a line changing, the problem is a starter line changing that much. The only starter line that has changed species is Dewott to Samurott but even then Oshawott and Dewott are still otters, while all Pokémon in OP's pic are different animals.

They're still all quadripeds at least. The thing that threw me off the most about oshawott's line is biped -> biped -> quadriped trying to use weapons for biped. Samurott would be much better if it was bipedal, even if it was still a sea lion.
