Gen 2 and 3 had a few mons that were really good, but overall, they were weaker than a lot of Gen 1 (exception of Salamence which seems to be a minmaxed version of DNite). All 3 of the first gens were more about the haves and have nots. Where the good mons seem like an outlier. Just look at how tiny Gen 1 OU is. There are a handful of genuinely good mons, a few that exploit balance issues, and their counters.
Gen 4 brought the true start of the true powercreep with all the evolutions to old mons and bringing in a million legends. Every gen after that upped the power creep statwise to the point where OU in XY is Legends, Pseudo-legends, Fairies, Megas, Priority Bird and Smogon Frog.
