A pokemon doesn't need a new mega to be relevant again, or even to become viable. X/Y went leaps and bounds to make some pokemon that were ok or even crappy super strong out of fucking nowhere (Azumarril and Clefable are the most blatant examples but look harder, some absolute shitmons like Kecleon suddenly became fun as fuck to play even if it's nothing super strong).
Almost all pokemons you listed suffers from one or more factos that make them "weak", all GF has to do is to make what they are good for even better.
Several of the pokemon listed for instance do not have a hidden ability yet, if ORAS gives them some interesting hidden abilities they could easily become playable.
