It would be better on pokemon with weather inducing abilities.
For example, M Houndoom can't make good use of Solar Power easily.
But imagine Mega Ninetales with Solar Power. +50 to sp attack and +20 to speed, would make him faster than mega houndoom and only 9 points behind in sp attack but with the 50% solar power increase provided by its normal form ability.
