Not exactly.. it's just one of the Mirage Spots that is daily, and i'ts the one with the grass in it, in which u find random pokémons that are not catchable in Hoenn.

I asked Serebii in his chat and he said it was random. It just randomly appeared for him in Ruby, and in Sapphire it appeared before Nameless Cavern for him.
