Nah, it's just that Brazil sucks. The same thing happened with XY. XY release didn't get delayed, yet the games arrived almost one week later.
I found it weird that I couldn't preorder ORAS in a national site.

Credit cards work, I've tried.
It depends on the type of credit card and what plan you have. It must be able to do international transactions.
In fact, I could get digital ORAS now, but I prefer the physical copy.

Want to pay with credit card? Setting the 3DS to Alberta, Canada takes our credit cards.

If not, set in in the USA and do what the other anons said and buy an eshop prepaid card. It doens't matter that you don't have them in your country, there tons of sites that sell them online. They send the code to your email.

WRONG. the canada eshop accepts international credit cards just fine. I bought every 3ds game I have online using a canadian account.

tfw I'm using a 4gb SD card with 9k blocks left, but ORAS is 14.5k blocks

That's the thing actually, Brazil has embraced technology faster than any nation out there probably, everything went digital in the span of 10 years and now even people in poverty can access Facebook on their phones due to the aggressive push by communication companies and banks giving credit like candy to artificially boost the economy.

What happened then was shop owners & channel directors freaking out over some Saudi authority's "fatwa" on Pokémon, thus banning the franchise. Without them the franchise quickly disappeared in the Arab world, they were the only source for its material. Also many poorly educated/highly ignorant parents & teachers followed the fatwa & banned Pokémon from their kids' lives.
