I got the shiny charm last night.
Since some anon the other day posted their shiny soaring Latios they got via SRing I'm gonna waste my time SRing the Delta Episode Rayquaza in hopes that it's not shiny locked either.

I have seen people encountering shinies just like that. It seems like everyone has encoutered atleast one shiny. Has developers raised shiny encountering to happen often even without Shiny Charm?

Not that anon but I doubt they made extra flying/surfing/diving models for the shinies. Just like how the XY Lapras always showed up as regular Lapras even if you used a shiny one.
