If you listen to the commentary on the Entei Movie, the US producers say that the Japanese producers told them we will be meeting Ash's father in Season 4 (Johto League Champions), however in actual fact Season 4 was nearly all filler, which we later learned was because they cut the GS Ball arc in favor of a movie.
