Cresselia isn't, someone posted a picture of battling shiny Cresselia in ORAS.
I guess none of them are shiny locked.

So is there really no way to figure out what Rayquaza's nature is until after the story ends? Seems like an oversight on GF's part. Maybe it's a tradeoff for how easy it is to get in this game?
