So... Devon Corp created New Mauville in order to use the native pokemon's energy to electrically power the city? But clearly Wattson was against the harvesting of Electric-type pokemon's power for human consumption.
No wonder he told us to shut New Mauville down in RSE. There wasn't any problem with the generator. He just wanted to stop harming the pokemon, and used us to do his vigilante work for him.
