Summary for people who've never heard of it: it's considered one of the best Sega games, it had an incredibly low print run of like 5,000 copies in the US, and Sega released an advertisement for it saying "can't find a copy of the game? Here's a cut-out mask of the main character, you can wear it and PRETEND you're playing it!"
So they acknowledged that they were deliberately preventing many people from playing a highly sought game and made an ad for it to mock that they don't have it.
Which is kind of like the Tower model but if Scott drove by and said "hey you think that looks awesome? Well we decided we're gonna build it in Kalos after all but you can keep the replica, put it in your secret base!" and drove off.
