Using one for the first time this play through, used the radar thing to get one with Drain Punch. Thing is literally a cannon, it can't be stopped.

Technician is better nowadays. You get a stronger Mach Punch, 90 base power 95% accuracy Rock type move that lowers Speed (Rock Tomb), and Bullet Seed.

Anyone that knows competitive can tell you that Breloom's Technician Bullet Seed is freaking terrifying.

Poison Heal is good too, but the SubSeed sets are too passive, and Breloom doesn't have the bulk to run a defensive set. The burn immunity is nice, but you lose far too much power by giving up Technician.
