In terms of gameplay, Garchomp absolutely ruins Flygon - better stats, better moves, a Mega, etc.
But design, well... I've never personally been big on the Gen IV designs as a whole, and Garchomp in particular has always struck me as exceptionally awkward-looking. I love the concept of a kaiju land shark, but the execution is iffy. Plus the whole "dragonfly" pun with Flygon is just too hilarious.
They're both better than Goodra though.
