Pretty much. It doesn't have priority like mega-Mom, but it is so fast, it doesn't need it. And with mega-Mom at least you could pull some ghost or rocky helmet shenanigans to try and stop it. Flying is resisted by a lot less than Normal, so even most Steels aren't an answer to the Frustration spam. Ferrothorn is neutral for example. Most people run the single attack set, but the second you think it only has flying moves, it will likely use Fire Blast and EQ. Basically, the mono attacking set sweeps 95% of things, the coverage sets beats the other 5% and most of what the mono-attacking set beats. as well. Making a team just to beat Mega-Mence leaves you open to all the other new threats as well.

Yeah it literally sweeps teams on it's own. Aerialate is an amazing ability and it's already great stats are boosted even further. With it's insane defensive capabilities and support movepool it sets up on and beats so much.

Aerilate Return kills a decent portion of the metagame after one Dragon Dance, and the rest of the metagame after two. Naturally it also outspeeds everything.
Intimidate gives it the necessary bulk to get those boosts, if it can get a single chance to switch into a physical attacker or most things without Ice.
Once it's set up, a lot of teams can't stop it at all. Prankster Burn helps, and it has a few proper checks like Sash Mamoswine. Overall practically nothing counters it properly.

You could viably run so many different sets the only real option is to have one
You only beat them by misplay really, and once someone puts a pokémon on their team to counter any checks it might possibly have, it becomes way too much of a threat

It's kinda like taking a gun to multi-weapon fencing, sure it exists and is a gun, but if you want to take it remotely seriously you dont let that guy have that or everyone has to have it

The opportunity cost of not using Mega Rayquaza is so insanely high that honestly no other mega is viable, except maybe Gengar. Mega Ray is on the level of RBY Mewtwo honestly, there's nothing even close to how insane it is. It's like Gamefreak went and said "you know, we should just mess with anyone who enjoys unrated wifi or ubers."

I get that it's a mega and a box legendary, but Mewtwo-Y doesn't even compare.
