There's a metagame called Hackmons which is basically that, plus any ability.

Bst isn't all that important compared to typing, ability, and moves. Just look at Azu or Talonflame, now imagine them with the same bst as Salamence.
You can't just expect blanket changes to bst to create a balanced metagame.

I think there actually was a unserious metagame where all pokémon had the same flat stats, but kept their moves, typing and abilities.
Stuff like Surskit was actually viable if I remember correctly.
