Does the dragon typing really benefit Mega Sceptile? STAB Dragon Pulse is nice since most Dragons resisted or were hit neutraly by it's STAB and special coverage, but were the extra weaknesses for a Fire neutrality actually worth it?

Yes, definitely. Grass has a lot of resistances, and STAB Dragon Pulse gives it much better coverage with its STAB moves.

If it didn't have it, Sceptile would be forced to run a bunch of weaker coverage moves just to hit everything.

Its not a good typing really, it would have benefited from Grass/Dark more if it got sucker punch

Sceptile in general checks a lot of top tier shit, almost like it was built for it. Dragon STAB is a big part of that.

It's pretty situational honestly, and requires a lot of support, but it's really fucking good at what it does.

My current team in showdown has m-sceptile. He wrecks that fucking washer machine, and also outspeed and destroys lando (I run it with hidden ice).
The only real treat he face is mamoswine, but if you get rid of him it's all clear for sweeptile.

Sceptile is a frail Pokemon, the extra weaknesses mean nothing.

It benefits a lot from STAB Dragon Pulse, letting it KO important dragon type threats easily, and hit a lot of things neutrally.
