Battle Frontier won't fit in a patch. It would literally have to be DLC. So what I suggest is that Battle Frontier be it's own separate game on the Nintendo Shop, kinda like the Demo. Standalone.
You'll be able to play by linking it to a cart/digital copy and you can use the mons in your Battle Box only, and can transfer all rewards over to ORAS.
All Frontier Brains have a new mega unique to their team. (I never really played the Frontier much, so I don't know their signature mons, how about you guys create some for them?) All new mega stones are acquirable and can be transferred to the full copy of ORAS, as well as 1 or 2 new megastones hidden on the island itself.
Any other ideas to improve upon this?
