The problem wasn't the devs, the problem was that they had to make an entirely new engine for it to be on the 3DS, they had to make all the art assets for the game from scratch since X&Y weren't out yet, the company ended up getting broken up and merged partway through, and then on top of it all they ended up getting massively rushed due to the release of X&Y.
Now consider the current situation. Chun-soft is stable, they can use everything from X&Y and now ORAS, they can reuse the engine from GTI, they know what people did and didn't like from now three generations of PMD games, and they have a whole gen's time to work with to make the game.
Gen 6 PMD will be fucking awesome if they make it. At least as good as PMD2.
