The drought music sounds like it's trying too hard to be scary, the flood music lets you know that there's an actual thread and that the world will drown in a depressing flood.
Also, in AS, I found that both the main plot and delta episode were far more emotional and enjoyable than OR.
By far my favorite story in the franchise.
