Hey /vp/, I was digging through my old computer and managed to find an old folder of images from years ago. Most of them is beta-related Pokémon art that's already floating around the internet, but this was in there along with it, I've tried to sharpen up the image, I can't tell if it's a beta design of Celebi or if it's some really, really old fanart.

I remember finding this image on a Japanese forum, must have been back in 2005 or something.
I've tried reverse image searching it but it's come up blank with anything the same as it.

Anyone know what it is?
