I always like to think that Weavile is from Johto, but not in the Dex, but since Sneasel is from Johto

He's awesome in competitive since it checks alot of common stuff. Need kill Genies, or annoying dragons that will ve banned soon? Get a Weavile and rape bitches he's also a good check to Greninja since he outspeeds and has a chance to OHKO with low sweep

I love it, but that doesn't make it great.

It needs to fake out things first to ensure a lot of KOs, sadly, leaving you stuck with a moveset of Ice Shard, Fake Out, Knock Off, and Low Kick.
