It's a silly technicality to say 'they wouldn't have to be palette swaps with no new movepool.' Nobody is going to make a new model/sprite for delta species, even the OP's pic are simply palette swaps.
Without new moves, mons in the OP are simply terrible (Pikachu gets Fly as an event inaccessible to any modern gen, otherwise stuck with HP Flying; Ice Ninetales gets HP Ice; this gets worse on physical mons without access to Hidden Power).
You're literally suggesting shiny 2.0, where you either have people using it exclusively because they're superior (defensive/support mons with a moveset non-reliant on STAB who gain a better typing), or do nothing since they'd be useless on all fronts.
Delta species seems like a good idea for a romhack, which has the room and direction to expand on it while allowing you to get the best out of an ingame run. I'm still skeptical on delta species for inclusion into the main game series since it offers little to nothing while doubling pokemon data.
