Nobody uses electric moves on gyarados anymore, since its mega eats them up like they're nothing, that strategy is outdated.

You could use one in doubles with a partner that knows discharge, though. The only problem is that it's a fucking chore to breed electrivires since it has a baby pre-evo and it evolves until lv 30.

Elective is bad no matter how hard you deny it. It's slow, frail, and has subpar offenses. The last time GyaraVire was a thing was 2006 and no one uses it today since everyone and their mother can whiff it out. Electivire good shat on by GF and they know it.

Considering that ~90 is average, it's actually pretty good. It only has 22 less base attack than Haxorus, and only 13 less than Machamp.

You need to get out of the mindset that anything below 130 is bad. 123 is good. Not great, just good. Electivire's problem is that even with that, he only has 1 STAB, and his coverage moves are too weak. If he had a Haxorus attack stat, he could make ice punch work, but he doesn't.

I'll give you the increased STABs, bulk, and offences, but you forget a few things.

1. Better type coverage. Zekrom has physically just Electric and Dragon. Good STAB options, but jack shit for type coverage.

Electivire hits 13/18 types for SE.

2. He's faster. Base 90 is slow as fuck these days.

3. Motor Drive is fucking amazing. Increased chances to switch in via an immunity and boosting that speed further so you can go murder shit before it can do anything.

You can say "well but if you just switch in to an electric attack!" all you want but that's unreliable, and if you don't pull it off it's dead weight. I myself use Manectric a lot and people are a lot more conservative with their Volt-Switches if it's in reserve and hasn't M-Evolved yet (Lightning Rod.) I eventually switched to Static because Gardevoir fucking me over was becoming more common than ever getting a LR boost (and Gardevoir switching in, Tracing LR, absorbing a Volt Switch and liquifying something with +1 Hyper Voice was not that common to begin with.)

Electivire hits stronger than fucking megamence. Which will soon be ubers. The real problem is not its attack stat, it's the fact that electivire doesn't get any boosting moves. You are all seeing electivire as something that should sweep right off the bat, but you can't use him that way. It's more a "come in in a predicted switch/electric move and hit super effectively, then switch out" type of mon. Is it OU? No, and that's probably because everyone prefers megas or setup sweepers in their team. Also, that's not even a bad thing: it gets to really shine in lower tiers, where the power creep was a lot more condoning to electivire.

That crap about comparing it to zekrom is nonsense. Zekrom is uber. Cant be used in OU.

The problem with your plan is that Electivire is weak and will not get the chance to use that boosted Attack.
And even if it manages to get that boost, unless you can outspeed (in a metagame where 90 Speed is subpar), almost any Pokemon carrying EQ (which is an extremely popular move for coverage) will take you out.

Motor Drive is nice but predictable and most people aren't stupid enough to use an Electric move when you've got a Pokemon like that on your team.

Any competent player wouldn't let you get that Motor Drive boost.
And people run Gardevoir Timid, not Modest. And it has Fairy STAB which is one of the most potent types in the game. Electivire does not.
Usage determines what tier a Pokemon is in. Unfortunately, it doesn't stand up to most things in OU so it will stay in the lower tiers.
