This is where GameFreak falls short. They do a great job of making new Megas that have excellent concepts and good competitive design, then fuck it all up because they don't give the mons the tools they need.
Movepool is one of the most important factors of viability. Something can become viable simply because it knows a rare or sought-after move (Rapid Spin, Defog). Mons can be low tier because they have a sparse movepool (Kyurem-B, Pangoro).
Why do they do it? Do they think that the mons would be overpowered if they had a competent movepool? Is it all flavor? Is Beedrill stuck with Poison Jab because bees sting rather than shoot gunk?
