Since all Rayquaza needs is to have Dragon Ascent on it's moveset to mega evolve, what if you could do the same "move requirements" with the other megas? Like for instance:
Megas with the "Ate" abilities can only mega evolve if their packing a damaging Normal move on their arsenal.
