This combined with his innate talent and pride basically sets up a character who wants to validate his validate his existence as someone he can respect, but cannot find it in the tedium of Garden life.
This was seen and used by Ultimecia (hence the statements of calling Seifer 'boy' when he was initially drawn/seduced over to be her avatar's knight, in his desire to be a 'man').
If we're judging FF8 on its backstory, it's the enduring love story between Laguna and Raine, which transcends time and dimensions to come into fruition in their children.
