They could have even made his catch rate baby mode easy and it would have been better

The entire Latios/Latias scene in ORAS is terrible imo

It works, though. The one that joins you willingly is obviously supposed to have a bond with you from the start, it's the entire basis of the Soaring feature. Receiving it this way cements that, rather than just being another soulless capture.

After you defend both of them and their home it wants to join you. Steven sees this and decides that you're capable of bonding with your Pokemon strongly enough to use Mega Evolution.
