Dialga is a steel type because steel is the closest you can get to diamonds, tougthness wise. It also represents the solid form of matter.

Another theme of the Spacetime Trio is the three states of matter.

Dialga=Steel=solids
Palkia=Water=liquids
Giratina=Ghost=gases

Sort of like how you could argue that Xerneas, Yveltal and Zygarde represent the Trimurti as well as Life/Death/Preservation and the animals living on Yggdrasil.
