Scizor came out in gen 2, before they could even consider adding in form changing bullshit.

If Deoxys, the thunder faggots, or Kyurem came out then, you would call their shit evolutions and not shape changing, because they would have to fucking evolve.

Not gaining base stats makes it nothing more than an option, if you want some bullpunch shit, or now, a mega.

Because Onix was fucking GARBAGE, basically supposed to be a slow wall, just ended up being a worthless rock.

Scyther was already strong, but no one used it because lol rockthrow, so they said "let's fuck around" and made Scizor, but the stats were already 500, more than a lot of shit people still used, raising it would put it near pseudo-legendary.
