2, 4, and most of all 5, all have memorable Gym Leaders, because they actually interact with you, help you, and even have quests, out of their Gyms.
Gen 1 Leaders are memorable because they were the first, (Giovanni being Rocket was good)
But Gen 3 and 6? Questionable pacing and difficulty ( or lack thereof), on top of almost no out-of-gym interaction, means that they're pretty unmemorable, unless that Gen happens to be a personal favorite.
Seriously, until OR/AS was announced, nobody even remembered Roxannes name, or even who Brawley was. Liza and Tate were remembered for their gimmick, but that's about it. Flannery was popular for the lewd art, but people had no idea what her personality was like. I noticed a lot of people surprised upon realizing that she's an uncertain, loud mouthed teenage girl.
