If you mean the first, I disagree; Magma has a much more logical idea, seeing as the world already has more than enough ocean for humanity, and we could use more land for development. More land also means more places for freshwater rivers and lake, which is better for humanity too. If you meant the second, you're pretty right though. Endless drought wouldn't expand the land significantly, it would just dry up rivers and lakes then melt glaciers, actually causing the sea level to rise. Endless rain from a magical or supernatural source would actually cause ocean levels to rise, so Aqua's goal is actually possible.
