This is a shiny Latias from a German version of Alpha Sapphire. As you can see, it has the same ID number and name as the Trainer, which means that it is NOT edited by Powersaves.

With the regular Lati@s being confirmed not to be shiny locked in ORAS, there is a high possibility that the Lati@s from the Eon Ticket is also not shiny locked.
