Anyone on here who can help me with Gen 3 RNG Abuse?

I'm trying to RNG a dry battery Ruby for the ID 38566 and SID 29998. How long should I wait before hitting A to make my characters sprite shelrink which then determines the ID?

I thought the Gen 3 RNG was based on milliseconds, which is almost impossible to abuse.
