FR/LG get the runner up for being almost a 1:1 recreation but is hindered by the lack of anything in the Sevii Islands and not allowing gen 2 and 3 mon in the main game.
HG/SS gets the Sonic 06 award for trying because it didn't fix a thing, added meaningless fluff like the pokeathelon and ruined the safari zone.
