If you make pokemon able to talk they suddenly stop becoming animal or creature like beings and instead all become loud-mouth pixar critters and extra furrybait.
Having a team of smart animals is very safely within the majority's comfort zone, having a team of actual personalities on alien shapes would be off putting to a lot of the audience.
