Torn-T has Regenerator, allowing it to be a decent scout and pivot.
M-Pidgeot is all about late game sweeps with early/mid game harrass/momentum switching.

Factoring in accuracy for long term overall damage output, M-Pidgeot wins out.
And this is M-Pidgeot's greatest strength: reliability. It doesn't have to play around stat drop moves (like Torn-T does with Superpower, etc), recoil damage (like Talonflame), or accuracy issues. It will always hit, and any RNG is in your favor (base crit chance + 30% confuse chance on Hurricane/10% burn on Heat Wave).
To say it's a weaker Torn-T is not only false, but a superficial simplification that's wrong.
Mind you, nobody is saying it's a dominant force in OU. But it does have a niche, and will likely remain viable in the tiers above it while dominating the tier it finds itself in (currently looking to be RU).
