HP Evs and Black Sludge will do more for your bulk than defensive EVs. Attack EVs because if you're going to have 3+ attacking moves on your set, you're going to invest in it. Run Jolly + 252 Speed Evs over HP if you want to outspeed most all relevant scarfed threats after a single Speed Boost, but given how your EVed your Scolipede, Adamant may be more in line with what you want (just know that it can still be outsped by scarfers after one Speed boost).
Sword Dance is basically what makes Scolipede turn from a fast bug into a fast bug with strong moves. Complement that with STAB + EQ coverage. Megahorn's higher base power is necessary on an attacking set. Protect guarantees +1 Speed boost, which is necessary if you run Adamant; you can also consider Substitute since it can help setup a Sword Dance. Despite Fairies, Poison Jab is easily the least valuable move between your attacks, replacing it is easy.
If you're REALLY set on making a flinching set:
Scolipede @King's Rock

Adamant 252 HP 252 Attack
-Steam Roller
-Sword Dance
-Protect/Substitute
-Rock Slide
King's Rock Steam Roller has a 37% chance to flinch, same with Rock Slide. You also NEED Sword Dance in this set, because even if you flinch, you can only tickle bulky mons that resist your moves.
Protect guarantees you a +1, but Substitute can let you setup Sword Dance (less attractive without Black Sludge).
