Safari zone in HG/SS does have more replayability however it does this in a fairly cheap way by adding arbitrary wait times and decorations to make certain pokemon appear whereas in ORAS you get next and previous gen pokemon after the events at the cave of origin.
Secret bases and the trainer house function similarly but the secret bases have the edge by not being limited to a peripheral that worked by local infrared and then there's the customization aspect and Join Avenue elements provided by the teams
The legend hunt weighs in ORAS' favour simply because it's gen six as opposed to gen 4
Rematches are in HG/SS' favour because you have a total of 21 rematch teams (Leaders, E4 and champ) over ORAS' Elite 4
The Battle frontier in gen 4 is five facilities with a total of 42 battles each to get the prints if I remember right, ORAS has 1 with 5 modes with a total of 250 battles to get each trophy. Despite lacking the diversity ORAS wins out especially when you consider the better AI and new pokemon.
The pokewalker does take a longer time to get the special moves on the pokemon available but again this is a relatively cheap way because it's locked behind how many steps you do whereas the Dexnav can just be used anywhere and provide results relatively quickly
Now Wally and Red, Wally has a Smogon OU team as people say and Red requires more grinding in the end though they both have poor AI. I suppose Wally wins out due to the better team composition and if you're a decent enough player you don't have to grind your team past 60 for Red
