Smeargle beats the shit out of Pikachu because it can also add things like Explosion and anything else you could possibly ever want to that set
There is literally nothing any other Pokemon could do that Smeargle cannot. You either tie with smeargle or you lose to it because it has a better movepool and movepool is all that matters here.
How the fuck dense are you? Hell, contests are 5 rounds total, I'm pretty sure if anyone actually cared they could easily make 4 moves that get the best possible score all the time.
