But that's not the "standard procedure for trading". The standard procedure for trading is "deposit a Pokemon and request one". The search functions just lets you see leftovers. Even if you let event legendaries be tradeable, nothing would change, you would still see people requesting them for anything, which isn't fair.
Depositing something instead is quick and efficient. Though yes, they should just lift the lock on them.
