In a broad sense, yes, but Prankster Sableye still has its own uses and depending on what set you're running it can even be advantageous to not mega evolve right away.

Sableye now learns Quash, that makes the Prankster way better than the mega. But the mega is nice, has a decent bulk and a Fake Out-Knock Off set is quite annoying.

I enjoy it as a anti lead. You still have priority the turn you mega for burn/recover/calm mind, but I can mega in clutch situations or to sweep. It was pretty funny to see a skarmory switch in to whirlwind my calm minded poke away only to have it bounced back.
