I dunno, I was just wandering around the 2nd floor trying to break into every room I could. Noticed there was a man in sunglasses standing outside this guy's door demanding payment. The otaku answered saying he wasn't there, and the loan collector got really pissed and was about to evict him or something, which I guess happens inside the apartment. Then afterwards, sometime after visiting some areas within the apartments, I found the loan collector outside the room again, and handed out the Lopunnite.

This was brought up in an earlier lore thread:

On the S.S. Anne in RBY there's a guy you can talk to who says "Shh, I'm with the Global Police". That's Looker. He was investigating something, probably Team Rocket. It's thought that when you leave and the ship sets sail, that's when Kyogre gets awakened and starts shitting on the world (RBY and RSE happen at the same time). Looker gets thrown off the ship, gets knocked unconscious and ends up on the beach at the Battle Resort.
