In gen I, Fire didn't resist Ice. And also there was no Steel type. And Blizzard had 90% accuracy.
Also, all the Ice types available had something to counter one of their 3 weaknesses. Articuno and Jynx had SE STABs against Fighting, while Dewgong, Lapras and Cloyster had SE STAB to Fire (and were neutral to it). So that's my best guess as to why they made Ice weak to Rock.
In gen II, they made dramatic changes. First Fire resisted Ice, then they added a new weakness in Steel (and made Steel resist too), added a bunch of shitty Ice types (Sneasel with 2 special STAB's and low special attack, Piloswine with STAB Ground but way worse than any other Ground type since it had shitty special attack to work with that Ice STAB, and also Delibird and Smoochum). They also made Blizzard 70% accurate, and dramatically lowered the freeze chance.
Ever since then, they've been shit scared of Ice, and made sure it became one of the worst (if not the worst) types ever. And starting with Fairy they've made it even more useless, basically only existing to add more coverage moves to Water types.
Ice needs a big revamp, otherwise it'll remain shit. My suggestions would be removing the Rock weakness (since it didn't even make much sense to begin with, and now it's just taking them 25% HP every time they come in) and adding a Flying resistance (since little resists Flying and kinda makes sense, Ice exists and thrives in places with strong cold winds).
