Many other pieces of music from Pulseman also have similar features to Pokémon music.A lot of music can have similar features, especially if the sound composer worked on that game too. Also music isn't canon to the game, its just background noise in the game but doesn't exist in the game universe.
Steven and Allan battling together is stated directly in the game by the character that was there at the event and it is described the same exact way it happened in the anime. I suposse Allan could exist in the game universe but there is no proof of this so far. We do have proof of they're being two universes, Zinnia.
