It says he learns Giga Drain via move Tutor but its not showing up

Does Galvantula need to be a certain level?
What am I missing?

I've found energy ball is really only used for the numerous water/ground counters. It doesn't really hit very hard otherwise. I doubt giga drain would do enough damage/recovery to be worth it, but go ahead and try it.

Here is what I have on mine:
