Blizzard would probably be better for it, though. Hurricane/Blizzard/Heatwave provides near perfect coverage for it; out of every fully evolved mon, only 8 of them, plus two of Rotom's forms, are not hit for at least neutral. Also, all of those mons are either part rock or part electric, so you'd be a fool to leave pidgeot in on them anyway.
