I know Argentina has penguins though, and I believe that there are a lot of storms in Argentina, which explains the Electabuzz. I threw in Chile because Steelix reminded me of mountains. I thought Zigzagoon could maybe just be representing a weasel or something instead of specifically a raccoon.
