And also that goes in with wanting to outdo themselves. If they make ORAS too good then they can't easily outdo it. Which is something that they like to do.
I mean really you can pick on it not having gym leader rematches, but you could say that about any game that doesn't have them. It'd be just about the same amount of work to add them to XY. What about following pokemon and customization. Why can't we have those too. Oh and what about the Balls from Generation II, and Ball Seals. Why not let us have those in any game? Why are there region exclusive features at all?
It's simply so they can outdo themselves later. You think Gym Rematches would even be hard? They let you view the Gym Leaders with Trainers Eye. Simply let you rebattle them like other trainers. They could probably knock that out in a day.
It was chosen not to remake Emerald for a reason. They don't want to make it look too good. Otherwise XY2 won't look that much more amazing compared to it. With future generations this isn't so much of a problem as they have the new mons and engine. As well as a whole new story to sell games.
Really if we wanted good version of ORAS then people should have waited til after XY2 to ask for them. Then they wouldn't need to outdo themselves in XY2. Then it could have a lot more features.
