Soooo. I never got the "feels like you are being watched message." I'm done with sea mauville and opened the storage. I can't get spiritomb to appear no matter what I do. Did I mees up somewhere?

You gotta go back to the Slateport shipyard and talk to a guy on the upper floor. He mentions something about a guy losing an odd keystone or something. Then you go back to the place and you'll get the messages.

get the national dex, after you beat kyogre/groudon.

I'm pretty sure this is all you need, but do the scanner subquest if it still doesn't show after you interact with the bookcase

Go to the bookcase/shelf and read the blurred notes that trigger the message again. Then go into your bag and exit your bag.

It's supposed to make you wonder if you picked up the Odd Keystone at some point and check your bag for it. It goes over a lot of people's heads.
